Historical Background
On 7 October 1941, the 8th meeting of the Sub-Committee on the Revision of the Thai Red Cross Society's Charter approved of dividing the organization into five organs: Central Bureau, Relief and Hygiene Division, Science Division, Junior Red Cross Division and Red Cross Volunteer Division. Since this time, the Central Bureau has overseen the Thai Red Cross's general affairs.
In 1997, adjustments had to be made after the Thai Red Cross set up the Administrative Bureau to take over part of the Central Bureau's tasks. Several of the bodies previously under the supervision of the Central Bureau were placed under the authority of the Administrative Bureau: Foreign Relations, Provincial Red Cross, Meeting Coordination, Eye Center, Organ Donation Center, and Rehabilitation Medicine Center, AIDS Project, Chitralada Palace Nutrition Office. The Information Technology Center was created and put under the supervision of the Central Bureau along with the General Administration Dept., Domestic Hygiene Education Dept., Sponsorship Dept. and Public Relations Dept. Moreover, "Sections" have been renamed "Departments" and Divisions have been renamed "Bureaus."
Now, the Central Bureau carries out work directed by the Bureau Director.
Responsibilities
According to provision 38 of the Thai Red Cross Society Charter 54th amendment 1997, the Central Bureau is divided into three organs.
1. The General Administration Department oversees general matters, such as correspondence, supplies and hardware, personnel, finance and accounting, vehicle service, premises, Rajakarun Center's work, the Thai Red Cross Society in Khaolan, Trad and any other tasks as directed by the supervisor.
2. The Benefactors Department handles jobs relating to benefactors and funding: showing appreciation for their sponsorship by making a requisition for Red Cross Honorary Medals, processing requests for certain privileges, sending out thank-you letters to donors and issuing them honorary donor or member cards; coordinating the Thai Red Cross funding administration; and making reports of the Thai Red Cross's performance and funding.
3. The Public Relations Dept. cooperates with agencies inside and outside the Thai Red Cross Society to ensure that the public is kept informed of the Thai Red Cross Society's role and its 13 organs' missions ( and activities) through various media
Policy
1. The Central Bureau, with its modern premises and facilities, achieves outstanding performance through its subdivisions. Each has its own clear mission and performs its job excellently. Each subdivision is true to its individual characteristic and cooperates with other agencies.
2. The Central Bureau has a systematic and continual personnel development approach that will ensure that promotions are considered on the basis of fairness and common interest not on nepotism or personal interest.
3. The role of the Central Bureau is to uphold its image and philosophy of collegiality, friendly services and eagerness to support and treat other Thai Red Cross agencies with dignity and equality.
